Congress leaders to decide soon on Banco Master CPI requests

Senate vice-president Eduardo Gomes (PL-TO) indicated an imminent decision on multiple investigation requests into the Banco Master scandal, following months of broad support across parties. Discussions among party leaders and Senate President Davi Alcolumbre are set for next week.

In an update on VEJA's Ponto de Vista program, Senate vice-president Eduardo Gomes (PL-TO) stated that Congress is close to deciding on CPI and CPMI requests related to the Banco Master case, which involves banker Daniel Vorcaro and allegations of fabricated assets worth R$ 12 billion, leading to the bank's liquidation by the Central Bank.

This follows earlier reports of strong backing for three initiatives: a Chamber CPI led by Rodrigo Rollemberg (PSB-DF) on BRB negotiations; a mixed CPMI by Carlos Jordy (PL-RJ) on funds and irregularities; and Senate CPIs including one by Eduardo Girão (Novo-CE) and another by Alessandro Vieira targeting STF ministers' conduct.

Gomes highlighted the need for coordination between Senate President Davi Alcolumbre, Chamber President Hugo Motta, and party leaders before advancing any commission. "There is a CPI request in the Senate, another in the Chamber, and a mixed CPI. This requires deliberation," he said.

Congress is monitoring Federal Police and Public Prosecutor's Office probes while asserting its oversight role. A final choice on which commission proceeds is expected post-leader discussions.

There are three requests with sufficient signatures, but installation depends on Congress presidents' decision. The focus includes BRB negotiations and irregularities in investment funds.

Senator Rogério Marinho (PL-RN), a member of the CPMI on INSS, advocated for a specific parliamentary inquiry commission to investigate the Banco Master scandal following new revelations from the breach of Daniel Vorcaro's secrecy. Marinho argues that the case is complex and exceeds the current commission's scope. The presidents of the Senate and Chamber resist opening the CPI.

Congress leadership indicated it may schedule a session in early March to review Lula's veto on the PL da Dosimetria, which reduces sentences for those convicted of coup attempts, provided pressure for a CPI on Banco Master eases. The measure would benefit former President Jair Bolsonaro by shortening his closed-regime time. Leaders seek an agreement with the opposition to avoid reading CPI requests.

STF Justice André Mendonça has called a new meeting with the Federal Police for Monday (23) to discuss the progress of investigations into Banco Master and next steps. This follows his assumption of the case's rapporteurship, replacing Dias Toffoli amid controversies. The meeting will include preliminary reports and review of prior decisions.

Supreme Court Justice André Mendonça ruled that Daniel Vorcaro, owner of Banco Master, is not required to appear before the mixed INSS CPI. The decision followed the committee's advancement of his testimony to February 23. Vorcaro, under electronic monitoring, is considering not attending the interrogation.

STF Minister André Mendonça ruled on Monday (March 23) that the Court's plenary analyze the endorsement of the preliminary injunction extending the INSS CPMI's work. He ordered Senate President Davi Alcolumbre to read the extension request within 48 hours. The decision responds to lawmakers investigating frauds in pension benefits.

The absence of Chamber President Hugo Motta and Senate President Davi Alcolumbre from the Income Tax exemption sanction event on November 26 signals an escalating crisis between Congress and Lula's government. This tension threatens key agendas like the 2026 Budget and Jorge Messias's STF nomination. Jair Bolsonaro's imprisonment takes a backseat, with mild reactions from the right.
