Congress leaders to decide soon on Banco Master CPI requests

Senate vice-president Eduardo Gomes (PL-TO) indicated an imminent decision on multiple investigation requests into the Banco Master scandal, following months of broad support across parties. Discussions among party leaders and Senate President Davi Alcolumbre are set for next week.

In an update on VEJA's Ponto de Vista program, Senate vice-president Eduardo Gomes (PL-TO) stated that Congress is close to deciding on CPI and CPMI requests related to the Banco Master case, which involves banker Daniel Vorcaro and allegations of fabricated assets worth R$ 12 billion, leading to the bank's liquidation by the Central Bank.

This follows earlier reports of strong backing for three initiatives: a Chamber CPI led by Rodrigo Rollemberg (PSB-DF) on BRB negotiations; a mixed CPMI by Carlos Jordy (PL-RJ) on funds and irregularities; and Senate CPIs including one by Eduardo Girão (Novo-CE) and another by Alessandro Vieira targeting STF ministers' conduct.

Gomes highlighted the need for coordination between Senate President Davi Alcolumbre, Chamber President Hugo Motta, and party leaders before advancing any commission. "There is a CPI request in the Senate, another in the Chamber, and a mixed CPI. This requires deliberation," he said.

Congress is monitoring Federal Police and Public Prosecutor's Office probes while asserting its oversight role. A final choice on which commission proceeds is expected post-leader discussions.

The president of the CPMI do INSS, Senator Carlos Viana, announced he will appeal the STF decision allowing banker Daniel Vorcaro not to testify before the commission. The Federal Police presented updates on the Banco Master investigations to Minister André Mendonça in a meeting on Monday. Lawmakers criticize delays in sending broken secrecy documents to the CPI.

Senator Rogério Marinho (PL-RN), a member of the CPMI on INSS, advocated for a specific parliamentary inquiry commission to investigate the Banco Master scandal following new revelations from the breach of Daniel Vorcaro's secrecy. Marinho argues that the case is complex and exceeds the current commission's scope. The presidents of the Senate and Chamber resist opening the CPI.

A parliamentary inquiry commission in the São Paulo Legislative Assembly is investigating municipal pension funds' investments in Banco Master's financial letters, owned by banker Daniel Vorcaro, arrested on Wednesday (4) for suspected corruption and obstruction of justice. The 120-day commission targets pyramid schemes and losses to cities like Cajamar and São Roque. Revelations from Vorcaro's phone messages reveal ties to authorities across the three branches of government.

In a follow-up to last week's CPMI approval and STF authorization, Senate President Davi Alcolumbre rejected a PT appeal on March 3, upholding the bank and fiscal secrecy break for Fábio Luís Lula da Silva (Lulinha), son of President Lula. New details emerge of a Portugal trip paid by imprisoned lobbyist Careca do INSS, alongside bribery suspicions, though Lulinha denies involvement.

STF Minister André Mendonça suspended access on March 16, 2026, to banker Daniel Vorcaro's confidential documents in the INSS CPMI secure room to protect his privacy. Commission leadership now suspects parliamentary aides entered with hidden cameras despite the order. The room was locked at President Carlos Viana's request amid fears of leaks from sensitive materials linked to Operation Compliance Zero.

Supreme Court Justice Gilmar Mendes suspended the breaking of banking, fiscal, and telematic seals for Maridt, a company in which Justice Dias Toffoli is a partner. The action responded to an order from the CPI on Organized Crime and was criticized in a Folha de S.Paulo editorial as an irregular maneuver. The decision relied on a 2021 archived writ of mandamus unrelated to the current case.
