The Delhi High Court has called for a regulatory framework to balance press freedom with professional accountability. Justice Girish Kathpalia made the observation while granting bail in an assault case involving freelance reporters.
On July 16, 2026, Justice Girish Kathpalia granted bail to two accused in the assault of two freelance reporters working for a YouTube channel. The incident occurred on July 4, 2025, at an unauthorised place of worship in Delhi’s Seemapuri area, where the reporters were recording video.
The court noted that the reporters were not affiliated with any accredited news organisation. It observed that anyone with a mobile phone and microphone can now declare themselves a reporter without training or accountability.
Justice Kathpalia stated that freedom of the press must be protected but cannot shield irresponsible journalism or actions that jeopardise public order. He added that the legislature should consider a regulatory framework to ensure ethical standards and respect for citizens’ rights.
The prosecution had argued the assault amounted to an attack on press freedom. The judge remarked that the reporters did not inform local police before their recording, though this did not justify the attack.
