Government accelerates Sumatera disaster recovery with APBN efficiency funds

President Prabowo Subianto allocates APBN efficiency funds to speed up rehabilitation after landslides and flash floods in Sumatera. Efforts cover energy and telecommunications infrastructure recovery in Aceh, North Sumatera, and West Sumatera. TelkomGroup has activated 90 percent of base transceiver stations in North and West Sumatera, with primary focus now on Aceh.

President Prabowo Subianto announced the use of APBN efficiency funds to accelerate Sumatera disaster recovery during the Full Cabinet Meeting at Istana Negara on Monday (15/12/2025). "The APBN budget is ready. This budget comes from the savings we have made," Prabowo said on Tuesday (16/12/2025). Tactical operational funds of Rp20 billion were disbursed to each affected governor, and Rp4 billion to 52 regents and mayors, sent within three days to support basic services and infrastructure.

Energy and Mineral Resources Minister Bahlil Lahadalia reported energy sector recovery challenges. In Aceh, Banda Aceh's power plant capacity is 110 MW with a 66 MW load, partly reliant on generators; the main network is 80-90 percent installed, targeting normalcy in coming weeks. Nationally, 1,591,271 of 1,789,566 electricity customers were restored as of 15/12/2025 at 19:00 WIB. In Aceh, 774,401 of 970,954 customers reconnected, leaving 539 villages without power. North Sumatera recorded 543,346 of 554,048 restored, while West Sumatera 273,804 of 274,564. BBM and LPG distribution faces access issues, with three Aceh regencies reachable only by air via helicopters and Hercules planes. "Extraordinary efforts are needed for three regencies in Aceh as land access is not yet possible," Bahlil said. Prabowo emphasized safety, including avoiding electrical connections in flooded areas to prevent casualties.

Meanwhile, Telkom Indonesia Network Director Nanang Hendarno stated 90 percent of TelkomGroup's BTS in North and West Sumatera are active, while Aceh stands at 50 percent. The target of 75 percent coverage in each Aceh city is set for today or tomorrow. "The biggest BTS damage occurred in Aceh. We are focusing all TelkomGroup resources to accelerate BTS recovery in Aceh," Nanang said. STOs in the three provinces have been activated, prioritizing customer services. In Langsa, residents use free internet and charging at access points, which will be expanded. TelkomGroup also delivered humanitarian aid including medicines and medical equipment to RS Adam Malik and Aceh Tamiang. Recovery depends on electricity stability, employing umbrella coverage for broad connectivity.
