House committee begins impeachment deliberations against Marcos

On Monday, February 2, 2026, the House justice committee began hearings on two impeachment complaints against President Ferdinand Marcos Jr. at the Batasang Pambansa in Manila. Chaired by Batangas 2nd District Rep. Gerville “Jinky” Luistro, the panel expressed confidence in handling multiple complaints simultaneously. The complaints were endorsed by Pusong Pinoy Rep. Jernie Jett Nisay, who backed the filing by private lawyer Andre de Jesus, and the Makabayan bloc: ACT Teachers Rep. Antonio Tinio, Gabriela Rep. Sarah Elago, and Kabataan Rep. Renee Louise Co, who supported the version from militant and progressive groups.

Both complaints accuse Marcos of betrayal of public trust, particularly in the public works scandal and budget mess. Nisay's complaint also alleges the 'kidnapping' and surrender of former President Rodrigo Duterte to the International Criminal Court (ICC), failure to veto unconstitutional budget provisions, and suspected drug addiction. The second complaint points to the use of a baselined-balanced-managed parametric formula as the basis for kickbacks in state infrastructure projects.

The committee plans to consolidate the two articles of impeachment and assess their sufficiency in form, with a separate date possibly set for substance. Speaker Faustino Dy III stated, 'We see no basis to justify the impeachment complaints,' but affirmed they are 'duty-bound' to deliberate as per constitutional mandate. If deemed insufficient, the complaints will be dismissed, granting Marcos one-year immunity from further impeachment attempts.
