Sarah Discaya formally arrested in P96.5M Davao Occidental ghost flood project graft case

Following her voluntary surrender earlier amid public criticism, super contractor Sarah Discaya was formally arrested by the National Bureau of Investigation on Thursday night, December 18, over an alleged P96.5-million ghost flood control project in Davao Occidental. President Ferdinand Marcos Jr. confirmed warrants also cover nine others facing non-bailable graft and malversation charges, while eight Department of Public Works and Highways officials plan to surrender.

In a video address, President Ferdinand “Bongbong” Marcos Jr. confirmed the serving of arrest warrants against super contractor Sarah Discaya and nine others for graft and malversation tied to a non-existent or substandard P96.5-million flood control project in Davao Occidental. This follows Discaya's voluntary surrender to the NBI around December 12, after Marcos announced imminent arrests, and responses from officials like Public Works Secretary Vince Dizon criticizing her focus on family over victims.

Discaya is now in NBI custody, undergoing standard procedures including Miranda rights and physical exam, per One News. The non-bailable charges could result in lengthy imprisonment.

Eight DPWH officials have signaled intent to surrender, though details on them and the other accused remain limited.

Marcos had vowed pre-Christmas arrests to address corruption in fictitious infrastructure projects, part of wider anti-graft efforts.
