West Virginia parents charged with child neglect after home inspection

A mother and father in West Virginia were charged with child neglect after police found their children living amid severe filth, including smeared fecal matter and a decaying rodent. Timothy Phillips, 45, and Jeanette Phillips, 32, were booked into jail on Tuesday following a Monday welfare check in Westover.

Officers from the Westover Police Department responded to a report of children in an unsanitary environment. They described the conditions as severe and grotesque, with fecal matter smeared on floors, walls, and a door near a child's sleeping area. A pair of handcuffs was found on a child's bed alongside a strong odor of urine and feces. Locks on doors could be secured from the outside.
