Egypt to commence construction of 4,000-bed medical city

Egypt's Prime Minister Mostafa Madbouly has ordered the immediate implementation of the "Medical Capital City for Hospitals and Educational Research and Training Institutes" following directives from President Abdel Fattah Al-Sisi. Madbouly described the project as a significant addition to Egypt's future, providing a qualitative shift in national health services. The initiative spans 221 feddan with 18 institutes and a national university for medicine accommodating 4,000 students.

In a meeting on Monday to track the project's progress, Prime Minister Mostafa Madbouly emphasized that the state has prioritized improving health and education services, with necessary funding allocated for swift project execution. He noted that extensive studies and designs have been completed, allowing the initiative to transition from planning to active construction.

Khaled Abdel Ghaffar, Deputy Prime Minister for Human Development and Minister of Health and Population, detailed the technical aspects: the project covers 221 feddan and includes 18 separate institutes with a total capacity exceeding 4,000 beds. It will offer a broad range of services, including intensive care, intermediate care, neonatal care, emergency services, and surgical operations.

The development also encompasses the establishment of the National University for Medicine and Medical Technology, featuring five colleges in human medicine, dentistry, nursing, pharmacy, and applied medical technological sciences, along with a dedicated research center. The university aims to host around 4,000 students, focusing on specialized education, scientific research, and disease prevention programs.

For management, Abdel Ghaffar proposed a joint model under a Public-Private Partnership (PPP) framework. The Egyptian side would oversee full medical operations, including doctors, nursing staff, and treatment policies, while a foreign partner handles facilities and support services via a multi-year contract. Several offers for this model are currently under review.

The meeting included Deputy Minister of Health and Population Mohamed El-Tayeb, Head of the Engineering Authority’s Advisory Office Ashraf El-Araby, and Assistant Minister of Health for National Projects Sherif Mostafa. The government is committed to integrating technical and financial resources to position the city as a hub for medical training and community awareness initiatives.
