A federal judge has denied former Wisconsin judge Hannah Dugan's request to overturn her conviction for obstructing ICE agents. The ruling came Tuesday in a case stemming from an April 2025 incident at a Milwaukee courthouse. Dugan was found guilty last December of impeding a federal removal proceeding.
U.S. District Judge Lynn Adelman issued the 32-page decision rejecting arguments that a common-law privilege protected Dugan from liability. He noted that the ICE operation involved a targeted arrest warrant for Eduardo Flores-Ruiz and followed agency procedures.
Dugan, 67, had been convicted of one felony count after helping Flores-Ruiz exit through a jury door following a hearing on domestic abuse charges. Prosecutors said she falsely told agents they needed a judicial warrant.
Her legal team plans to challenge the ruling further. Dugan faces up to five years in prison but is expected to receive probation. A sentencing date has not been scheduled.
