The National Investigation Agency has filed a charge sheet outlining how the April 2025 Pahalgam attack was planned and directed from Pakistan by Lashkar-e-Taiba and its proxy group.
The charge sheet names seven individuals, including Sajid Saiffullah Jatt based in Pakistan, who coordinated the operation. Three attackers were killed in a July 2025 encounter. Evidence includes phones purchased in Pakistan and social media accounts traced to locations inside the country.
The document describes how the attackers sheltered with local residents the night before the assault, received weapons and directions, and carried out the killings at Baisaran meadow on April 22. It notes the use of a GoPro camera and an M4 carbine also linked to an earlier attack in October 2024.
Investigators state that the attack was orchestrated through cross-border encrypted communications and drone-dropped supplies. The agency continues to examine financial trails and possible connections to other militant networks.
