قدمت وكالة التحقيقات الوطنية لائحة اتهام توضح كيف تم التخطيط لهجوم أبريل 2025 في باهلجام وتوجيهه من باكستان بواسطة جماعة لشكر طيبة ومجموعتها التابعة.

تسمي لائحة الاتهام سبعة أفراد، من بينهم ساجد سيف الله جات المقيم في باكستان، والذي قام بتنسيق العملية. وقد قُتل ثلاثة من المهاجمين في اشتباك وقع في يوليو 2025. وتتضمن الأدلة هواتف تم شراؤها في باكستان وحسابات على وسائل التواصل الاجتماعي تم تتبعها إلى مواقع داخل البلاد. تصف الوثيقة كيف احتمى المهاجمون لدى سكان محليين في الليلة التي سبقت الهجوم، وتلقوا أسلحة وتوجيهات، ونفذوا عمليات القتل في مرج بايساران في 22 أبريل. وتشير الوثيقة إلى استخدام كاميرا جو برو وبندقية إم 4 كاربين مرتبطة أيضاً بهجوم سابق في أكتوبر 2024. وذكر المحققون أن الهجوم تم تدبيره عبر اتصالات مشفرة عابرة للحدود وإمدادات أُسقطت بواسطة طائرات بدون طيار. وتواصل الوكالة فحص المسارات المالية والروابط المحتملة بشبكات مسلحة أخرى.
