DCI arrests 22 individuals over KCSE exam malpractice

Kenya's Directorate of Criminal Investigations has arrested 22 people involved in irregularities during the 2025 KCSE examinations. Education Cabinet Secretary Julius Migos Ogamba announced the arrests on November 7, highlighting cases in several regions. He also addressed measures to counter environmental disruptions affecting the exams.

The Directorate of Criminal Investigations (DCI) arrested 22 individuals on Thursday, November 6, 2025, for their roles in exam irregularities during the ongoing Kenya Certificate of Secondary Education (KCSE) examinations. Education Cabinet Secretary Julius Migos Ogamba revealed this during a press address on Friday, November 7, 2025.

Ogamba reported 19 cases of malpractice in the Nyanza, Rift Valley, and Eastern regions. These incidents involved the use of unauthorised materials, misuse of electronic devices, impersonation, and early exposure of exam papers. "In every instance, decisive actions have been taken, including the replacement of centre managers, supervisors, and invigilators, as well as the arrest and prosecution of over 22 individuals by the DCI," Ogamba stated.

Authorities seized mobile phones and photocopied materials, and deployed Kenya National Examinations Council (KNEC) officers for direct oversight. Three exam centres received warning letters from KNEC, requiring compliance reports by Monday, November 12, 2025. Ogamba assured that all cases are under investigation by multiple agencies, with guilty candidates facing result cancellations and deregistration of involved centres under the KNEC Act.

Additionally, Ogamba addressed environmental challenges, noting floods and road damage in some areas. The Ministry of Education is collaborating with the Ministry of Interior and disaster response teams to set up temporary collection points, enhance escort routes, and deploy helicopters. "No candidate will miss their examination due to environmental disruptions," he emphasized, adding that necessary resources would be mobilized to maintain the exam schedule.
