Indigenous leaders urge consent for AI data center projects

Delegates at a United Nations meeting highlighted the environmental pressures from hyperscale data centers powering artificial intelligence on Indigenous lands.

During a panel on the second day of the United Nations Expert Mechanism on the Rights of Indigenous Peoples, Indigenous delegates called for policies ensuring free, prior, and informed consent for data center developments.

Maren Storslett, a member of the Sámi Parliament in Norway, noted that large data centers already place immense pressure on territories in Sápmi. She said discussions about priorities and limits must include Indigenous voices.

Aluki Kotierk, chairperson of the U.N. Permanent Forum on Indigenous Issues, pointed to the vast energy, water, and mineral demands of these facilities, often extracted from Indigenous lands without meaningful participation.

Examples cited include a 2024 suspension of a Google data center in Santiago, Chile, and a complaint by the Anacé people in Brazil over a proposed TikTok facility. In Tulsa, Oklahoma, a Meta project prompted a city council moratorium in March.

Some communities are exploring benefits, such as the Woodland Cree First Nation's stake in a planned 650 megawatt facility in Alberta.

Communities across the United States blocked or delayed at least 75 data center projects worth about 130 billion dollars from January through March 2026. Researchers described the period as the most blocked and delayed on record since tracking began in 2023. The opposition reflects a structural shift in local resistance to such developments.

Activists gathered outside the Microsoft Build conference in San Francisco this week to voice concerns about the environmental impact of AI data centers. They distributed leaflets detailing effects on land, water and power resources. Microsoft CEO Satya Nadella addressed community concerns during his keynote address on Tuesday.

Opposition to large data centers is emerging across party lines in several states. Recent moves by governors in Texas and New York highlight the trend. Local votes and polling show broad public resistance.

Indigenous communities bear heavy climate impacts but receive almost no global funding to fight them, advocates say. At the United Nations Permanent Forum on Indigenous Issues, leaders highlighted barriers in major climate funds. U.N. Secretary-General António Guterres praised them as guardians of nature, yet billions pledged have largely bypassed them.
