40 milyong Pilipino walang maaasahang suplay ng tubig

Ayon sa Department of Environment and Natural Resources (DENR), mahigit 40 milyon sa 115 milyong populasyon ng bansa ang walang maaasahang suplay ng tubig. Sinabi ni DENR Undersecretary Carlos Primo David na maaapektuhan ng pagbabago ng klima o polusyon ang suplay ng tubig ng milyun-milyong tao. Nagpahayag din si DENR Secretary Juan Miguel Cuna ng hamon sa water bankruptcy na kinakaharap ng Pilipinas.

Sa isang press conference bago ang World Water Day noong Marso 22, nagpahayag si DENR Undersecretary for Integrated Environmental Science Carlos Primo David na malaking porsyento ng populasyon ang apektado. “This is a huge percentage. We want to build them a resilient system wherein they have continuous access to water,” aniya noong Martes, Marso 21, 2026, sa Manila, Philippines. Idinagdag niya na kakulangan sa pondo ang pangunahing balakid sa gobyerno. “I won’t lie to you, it’s funding. The fiscal space of the government in the past few years has been narrow,” paliwanag niya. Kinakailangan ng humigit P200 bilyon upang tugunan ang problema sa kakulangan ng tubig, ayon sa kanya, na nagkakahalaga ng P1,000 bawat tao para sa pangmatagalang solusyon. Si DENR Secretary Juan Miguel Cuna naman ay umamin na nahaharap sa krisis ng mainom na tubig ang bansa. “The Philippines is facing a challenge of water bankruptcy, where national consumption is based on nature’s ability to replenish. We are meeting this challenge with science, and they have a clear tactical roadmap,” sabi niya. Bilang tugon, ipinaplano ang P485 milyong pamumuhunan sa regulasyon ng tubig na makikinabang sa mahigit 440,000 katao hanggang katapusan ng 2026. Kabilang rito ang pagpasok ng desalination at filtration systems sa 59 barangay, at climate-resilient infiltration galleries gamit ang georesistivity, surveys, at geospatial data. “From installing the desalination and filtration systems across 59 barangays to developing climate resilient infiltration galleries that tap into subsurface river flows, we are engineering a future where no community is left behind,” dagdag ni Cuna.
