Inilunsad ng mga grupong sibil, lider ng simbahan, at opisyal ng gobyerno ang 'Bisto Proyekto: Ang Bagong People Power' noong Pebrero 21 sa Manila upang gawing tool ng pananagutan ang pagbabantay ng mamamayan sa mga proyekto ng imprastraktura. Pinangunahan ito ng anti-korapsyon na grupo na TAPAT at pinirmahan ang kasunduan sa Department of Public Works and Highways para sa nationwide monitoring. Layunin nitong labanan ang korapsyon sa pamamagitan ng digital platform at satellite monitoring.
Noong Sabado, Pebrero 21, sa Adamson University Theater sa Manila, inilunsad ang 'Bisto Proyekto: Ang Bagong People Power' bilang pagbabago sa paggunita ng 40th anniversary ng EDSA People Power Revolution. Pinangunahan ng Taongbayan Action for Participatory, Accountable and Transparent Governance (TAPAT), ang inisyatibong ito ay nagbibigay-daan sa mga mamamayan na maging monitors ng mga proyekto ng imprastraktura sa buong bansa upang maiwasan ang ghost at substandard na trabaho.
Ayon sa TAPAT lead Dondon Parafina, 'Is a rally enough? People are angry and they are asking for responsibility, but perhaps there is an additional way for more meaningful participation in the process of change.' Dagdag niya, 'We don’t need to be an engineer or an advocate to do this. If the people will be watching over every island and corner of the Philippines, there will be no more ghost and substandard projects.'
Sumali ang Department of Public Works and Highways (DPWH) sa pamamagitan ng pagpirma ng memorandum of agreement, na nagbibigay ng ligtas na access sa mga site at dokumento. Ayon sa DPWH Undersecretary Nick Conti, 'You are our allies. Reminder, do not be afraid. Because the person who knows that what he is doing is right has nothing to hide.' Binanggit niya rin na ang korapsyon sa imprastraktura ay high-reward, low-risk dahil sa dami ng mga proyekto—mahigit 20,000 bawat taon—na hindi lahat ay masusuri ng gobyerno.
Sentral sa proyekto ang bisto.ph, isang digital platform na binuo ng 'Angry Nerds' mula sa BetterGov.ph, na nagbibigay ng access sa records ng 250,000 na proyekto. Maaari ring mag-upload ng ebidensya ng anomalies ang mga boluntaryo. Bukod pa rito, sinusuportahan ng satellite monitoring, gaya ng sinabi ni Ken Abante ng People’s Budget Coalition: 'When the flood control corruption happened, apparently, it was feasible to just check on a satellite whether the flood control projects.'
