García Harfuch's four strongest blows against organized crime

These figures reflect the infiltration of organized crime into Mexican society and a coordinated approach with local and federal governments.

The first blow came in November 2024 with Operation Enjambre in the State of Mexico, capturing seven municipal officials in Amanalco, Santo Tomás, Tonatico, Chicoloapan, Ixtapaluca, Tejupilco, Naucalpan, Coacalco, Jilotzingo, and Texcaltitlán for extortion, express kidnapping, and homicide. By October 2025, 60 former municipal officials face proceedings for ties to La Familia Michoacana, and seven ex-security chiefs have been convicted.

In September 2025, a fiscal huachicol network was dismantled in Tampico, Tamaulipas, with the arrest of nine Navy members, including Vice Admiral Roberto Farías, and five civilians such as Francisco Javier Antonio Martínez. The operation involved a ship with 10 million liters of undeclared hydrocarbons, and investigations point to U.S. businessmen. No new seizures have been reported since.

Against the Sinaloa Cartel, particularly the 'Los Chapitos' faction led by Iván Archivaldo Guzmán Salazar, four security chiefs were killed or detained: Castro Morales 'El Gavilán' in January 2025, Kevin Alonso Gil Acosta 'El 200' in February, Luis Alfonso López Reátiga 'El Toner' in March, and Jorge Humberto Figueroa Benítez 'El Perris' in May.

The most significant move was the collapse of 'La Barredora', a cell of the Jalisco New Generation Cartel. Hernán Bermúdez Requena, former Tabasco Public Security Secretary, was arrested in Paraguay on September 12, 2025. Additionally, Ulises Pinto Madera 'El Mamado', second-in-command, was captured in August and granted opportunity criteria.

Despite these actions, the perception of insecurity rose to 63% in September 2025, according to the National Urban Public Security Survey, up from 58.6% in 2024.
