Vehicles with hologram 1 and plate endings of 1, 3, 5, 7, or 9 are prohibited from circulating. Cars with hologram 2 are restricted regardless of the last digit, as are foreign vehicles. In particular, automobiles with blue stickers and endings 9 or 0 will have a forced rest all day, applying to holograms 1 and 2. The Commission for the Metropolitan Environment (CAMe) states that only vehicles with holograms 00 and 0 may travel every day.

The program follows a weekly calendar based on sticker color and the last plate number: Tuesdays for pink stickers with 7 and 8; Wednesdays for red with 3 and 4; Thursdays for green with 1 and 2; Fridays for blue with 9 and 0; and Mondays for yellow with 5 and 6. On Sundays, all vehicles may circulate freely, except during extraordinary environmental contingencies.

If ozone levels exceed 150 points, CAMe activates the Double Hoy No Circula, which doubles the restrictions and includes some hologram 0 vehicles to safeguard public health.

The affected Edomex municipalities are: Atizapán de Zaragoza, Coacalco de Berriozábal, Cuautitlán, Cuautitlán Izcalli, Chalco, Chicoloapan, Chimalhuacán, Ecatepec, Huixquilucan, Ixtapaluca, La Paz, Naucalpan de Juárez, Nezahualcóyotl, Nicolás Romero, Tecámac, Tlalnepantla de Baz, Tultitlán, and Valle de Chalco.
