Trial judges at the International Criminal Court have directed medical experts to reassess former Philippine president Rodrigo Duterte’s fitness to stand trial.
In a 17-page decision released Friday night, the ICC Trial Chamber III reconstituted a panel of three experts in forensic psychiatry, geriatric and behavioral neurology, and neuropsychology. The panel will evaluate whether Duterte has the capacity to understand the charges, follow proceedings, testify, and instruct his lawyers.
The experts must submit findings by Aug. 18. They will also compare results with last year’s assessment and check if any mental impairment is reversible. The panel will recommend any special measures needed for full-time trial proceedings.
Presiding Judge Joanna Korner ordered the new assessment last month during a status conference. The chamber stated that determining fitness remains its exclusive responsibility. The ICC Registry must deliver reports by Aug. 25, with observations from parties due by Aug. 31. Duterte’s crimes against humanity trial is scheduled to begin Nov. 30.
