Chief ministers sought competitive energy prices and expanded solar infrastructure. Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu requested a high-level committee to assess financial impacts including revenue deficit grant losses. Punjab Chief Minister Bhagwant Mann demanded Special Category Status.

Telangana, Jammu and Kashmir, and Jharkhand chief ministers also raised project-specific requests for central support.
