Parliament definitively adopted on Tuesday the bill banning access to social networks for minors under 15. This measure, a first in Europe, was hailed by Emmanuel Macron as a major advance.
The Senate voted on the text 243 to 2 in the afternoon, followed by the National Assembly later in the day. The bill bans access to social networks for those under 15, while exempting online encyclopedias like Wikipedia and open-source software sharing platforms.
Emmanuel Macron said in a video posted on social networks: « La France ouvre la voie en Europe pour la protection de nos enfants, de nos adolescents. On continue ». On X, he added: « Je m’y étais engagé, c’est désormais voté ».
Entry into force is planned for the September school start for new accounts and early January 2027 for existing accounts. Digital Minister delegate Anne Le Hénanff stated that France was « le premier pays à instaurer une majorité numérique ».
