Lors du Festival de Cannes, Peter Jackson a décrit comment Stephen Colbert l'a contacté alors qu'il relisait Le Seigneur des anneaux pendant les fêtes de fin d'année. Colbert a proposé d'adapter la séquence impliquant la rencontre des Hobbits avec un Galgal dans un brouillard surnaturel, incluant le personnage de Tom Bombadil, absent des précédents films. Jackson a déclaré que l'idée semblait prometteuse et a mené à l'élaboration d'un traitement avec la collaboration de Philippa Boyens, qui s'est rendue à plusieurs reprises en Nouvelle-Zélande pour rencontrer Colbert.
