52 firearms undeclared in Vice President's SALN, lawmaker says

A lawmaker revealed that impeached Vice President Sara Duterte and her husband failed to declare 52 firearms in their statements of assets, liabilities and net worth. The firearms were registered with the Philippine National Police. This forms part of the pre-trial brief for her upcoming impeachment trial.

Rep. Terry Ridon, a congressman-prosecutor in the case, said the 52 firearms of varying makes and calibers were not listed in the SALNs. Of these, 23 were registered under Duterte and 29 under her husband Manases Carpio. He added that a representative from the PNP’s Firearms and Explosives Office would be subpoenaed during the trial to determine their value.

Ridon noted that the issue was included in the House prosecution panel’s pre-trial brief submitted to the Senate impeachment court. He stressed the need for consistent treatment, referencing the 2012 impeachment of the late Chief Justice Renato Corona over non-disclosure in his SALN.

Separately, the couple’s 2025 SALN showed declared assets of P98.66 million, an increase of P10 million from the previous year. This rise was due to Duterte’s acquisition of a condominium unit with parking in San Juan City. Their total assets reached P122.797 million while liabilities stood at P24.141 million.

The House justice committee deferred opening a sealed box containing tax records of Vice President Sara Duterte and her husband Manases Carpio, presented by the Bureau of Internal Revenue during an impeachment hearing on April 22. In a 21-4 vote, members cited legal concerns under the National Internal Revenue Code prohibiting public disclosure outside executive sessions for legislative inquiries. BIR Commissioner Charlito Martin Mendoza signed the taped box, which remains in the committee's custody.

San Juan City Rep. Bel Zamora believes the House committee on justice has a solid case for impeaching Vice President Sara Duterte and can secure enough votes for a Senate trial. She said they need around 106 votes, or one-third, and they have the numbers. Duterte's camp has filed a Supreme Court petition to halt the proceedings.
