Chamber approves Provisional Measure for Gás do Povo program

Brazil's Chamber of Deputies approved on Monday, February 2, the Provisional Measure establishing the Gás do Povo program, providing free cooking gas cylinders to low-income families. With 415 favorable votes, the bill now heads to the Senate for review. The initiative aims to combat energy poverty and replace the Gas Aid, benefiting up to 15 million families by March.

The approval took place in the year's first deliberative session, marking a win for President Luiz Inácio Lula da Silva's administration. The Provisional Measure (MP), valid until February 11, establishes free liquefied petroleum gas (LPG) cylinders of 13 kg for families registered in the Unified Registry (CadÚnico) with per capita income up to half the minimum wage. Priority goes to Bolsa Família beneficiaries.

Currently, the program operates in all capitals, with voluntary adhesion from about 35% of resellers in capitals, according to the National Syndicate of Liquefied Petroleum Gas Distribution Companies (Sindigas). In the first phase, started on January 26 in 17 municipalities, adhesion ranges from 25% to 30%, while in initial cities it reaches 52%. The government plans to expand to all municipalities by March, serving 15 million families through over 10,000 accredited resellers. Until full coverage, cash payments continue for Gas Aid beneficiaries, which served 4.4 million families every two months.

The rapporteur, Deputy Hugo Leal (PSD-RJ), expanded the MP's scope to include biodigesters and low-carbon cooking systems, especially in rural areas without cylinder access. Community and solidarity kitchens were also added as targets, with possible funding from the Ministry of Mines and Energy, states, municipalities, or environmental fines. "Biodigesters are an existing innovation that can use waste to produce gas," Leal explained.

Chamber President Hugo Motta (Republicanos-PB) emphasized: “Gás do Povo promotes dignity, eases family budgets, ensures safety, and provides energy inclusion.” The MP also amends the economic order crimes law, reclassifying certain LPG uses like saunas and pool heating, except automotive. Two additions were included by agreement: one on the electricity sector and another on tax waivers for naval and oil industries.

Brazil's Chamber of Deputies approved PEC 383/17 in first round on Wednesday (April 8), setting a 1% floor of net current revenue for the Unified Social Assistance System (SUAS). The bill still requires a second round in the Chamber and Senate review. It includes a gradual rollout for the federal government and immediate allocation for states and municipalities.

The Brazilian government announced on Monday (6) extra subsidies for diesel and cooking gas, plus zeroing PIS/Cofins on biodiesel and aviation kerosene. The measures aim to curb the war in Iran's impact on fuel prices. The total estimated cost is R$ 31 billion, offset by an oil export tax.

President Lula's government presented a bill to Congress on April 23, 2026, allowing PIS/Cofins cuts on gasoline, ethanol, diesel, and biodiesel using extraordinary oil revenues. The measure addresses a 61% rise in gasoline import costs driven by the war in Iran, per ANP data. Officials state the cuts will be partial and temporary, possibly for two months.

The Union and SPD have agreed on the key points of a new Building Energy Act, abolishing the existing heating law. Instead of a 65 percent requirement for renewables, there will be a gradual increase in climate-friendly shares for gas and oil heaters. The reform is set to take effect before July 1.

The rapporteur of PLP 152/2025, Deputy Augusto Coutinho (Republicanos-PE), requested the postponement of the vote on the bill regulating app-based work, scheduled for Tuesday (April 14) in the Chamber's special committee. The request followed a government plea from then-leader José Guimarães (PT-CE). The government withdrew support due to rejection by delivery workers and drivers.

The government has ordered households in areas with existing piped natural gas (PNG) infrastructure to switch from LPG cylinders to PNG connections within three months of notice, or lose gas refill supplies. The directive addresses mounting pressure on India's LPG imports amid the West Asia conflict. Petroleum ministry joint secretary Sujata Sharma described it as a supply security measure.

Despite former candidate Franco Parisi's call to reject President José Antonio Kast's megarreforma, some Partido de la Gente (PDG) deputies are open to supporting it. Bloc leader Juan Marcelo Valenzuela met with Interior Minister Claudio Alvarado to discuss the bill. Parliamentarians like Javier Olivares and Cristian Contreras expressed willingness to vote for it if it benefits Chileans.
