Colombia's Ministry of Health and Social Protection issued Resolution 0814 of 2026 to regulate the ban on animal testing in the manufacture, import and sale of cosmetics. The rule requires a conformity declaration to Invima.
The resolution requires companies to submit a declaration certifying that neither the final product nor its ingredients were tested on animals. This document must be provided for new mandatory sanitary notifications and renewals.
The requirement applies to manufacturers, importers and registration holders. Invima will verify compliance during sanitary controls and may reject filings if the declaration is missing.
Exceptions exist when no validated alternatives are available to assess health or environmental risks, or when data come from non-cosmetic uses. Invima released a guide format to ease compliance.
