China team proposes list of 63 technologies for export controls

A team of Chinese scientists has proposed the country’s first comprehensive framework to identify technologies for potential export restrictions, naming 63 sensitive or globally competitive sectors.

The study, titled “Selection Framework and Empirical Research of Restricted Export Technology,” was first published on March 19 in the Bulletin of the Chinese Academy of Sciences. It was highlighted again in a May 21 press release by the journal’s social media account.

The framework aims to protect technologies where China holds global advantages. Researchers from institutions including the Chinese Academy of Engineering Physics in Beijing produced the list of 63 items viewed as strategically sensitive.

The work responds to existing export controls by the United States and allies that target China’s high-end manufacturing and frontier science sectors. The proposal marks a shift toward China developing its own system to restrict technology outflows.
