President William Ruto is scheduled to address the Nairobi City County Assembly on April 9, marking the first time a sitting Kenyan head of state will speak to a county assembly. The address comes less than two months after the signing of a Ksh80 billion national-county cooperation framework.
President William Ruto is set to address the Nairobi City County Assembly on April 9, 2026, at 2:30 pm in the Assembly Chambers at City Hall. This will be the first time since devolution began 16 years ago that any president, sitting or retired, has spoken to one of Kenya's 47 county assemblies.
Chief of Staff Felix Koskei confirmed the event follows an invitation from the MCAs. A letter to Speaker Ken Ngondi, referenced NCCA/SPK/OP/2026/02/01 and dated February 18, 2026, schedules the address and requests a brief and relevant details from the assembly.
The speech comes two days after the assembly reconvenes from Easter recess. It follows the signing of the National Government-Nairobi County Cooperation Pact at State House nearly two months ago, which has fueled debates on county operations.
The pact commits about Ksh80 billion to urban transformation projects and has drawn mixed reactions, with some residents and leaders claiming it aims to hand the city to State House. Prime Cabinet Secretary Musalia Mudavadi defended it, saying: “The agreement establishes a unified framework for planning and implementation, reducing fragmentation and duplication across agencies.” He added: “It ensures both levels of government work in a synchronised manner to deliver urban services efficiently.”
