President Ruto to make historic address at Nairobi County Assembly

The speech comes two days after the assembly reconvenes from Easter recess. It follows the signing of the National Government-Nairobi County Cooperation Pact at State House nearly two months ago, which has fueled debates on county operations.

The pact commits about Ksh80 billion to urban transformation projects and has drawn mixed reactions, with some residents and leaders claiming it aims to hand the city to State House. Prime Cabinet Secretary Musalia Mudavadi defended it, saying: “The agreement establishes a unified framework for planning and implementation, reducing fragmentation and duplication across agencies.” He added: “It ensures both levels of government work in a synchronised manner to deliver urban services efficiently.”
