Il Congresso approva la riforma della dipendenza con 6,2 miliardi di euro aggiuntivi

Il Congresso dei Deputati spagnolo ha approvato martedì le riforme alle leggi sulla dipendenza e sulla disabilità, insieme a un nuovo modello di finanziamento che inietta 6,2 miliardi di euro di fondi aggiuntivi.

Il ministro Pablo Bustinduy ha descritto la misura come la più grande riforma sociale del secolo in Spagna, paragonabile alla creazione del sistema pensionistico o della sanità pubblica. Le riforme mirano a passare da un modello assistenziale incentrato sulle residenze a uno basato sull'autonomia personale e sull'assistenza domiciliare.

Il voto finale ha registrato 179 voti a favore, 137 astensioni dal PP e 33 contrari da parte di Vox. Il PP ha sostenuto l'aumento dei finanziamenti ma si è astenuto sulla riforma normativa, mentre Vox ha respinto entrambi i punti a causa di dubbi sull'implementazione.

I cambiamenti principali includono prestazioni compatibili, teleassistenza universale, riconoscimento automatico della disabilità e l'obbligo per lo Stato di coprire d'ora in avanti il 50% dei finanziamenti. La spesa totale raggiungerà i 7.239 milioni di euro nel 2027.

The Party of the People confirmed on Sunday that it will deliver its 13 votes to approve the idea of legislating the megareform promoted by the government. The deal was revived after including the elimination of VAT on medicines and diapers in the miscellaneous law.

The government approved on Tuesday a non-financial spending limit of 226.032 million euros, 6.6% higher than the previous year, to draft the most expansive state budgets of the term.

Spain's Congress rejected a decree-law extending the rent freeze on Tuesday, with 177 votes against from PP, Vox, Junts, and UPN, against 166 in favor and 5 PNV abstentions. The measure would have affected around three million tenants, according to the government. Minister Pablo Bustinduy defended it and urged the PSOE to reintroduce it.
