Congresso aprova reforma da dependência com injeção de 6,2 bilhões de euros

O Congresso dos Deputados da Espanha aprovou nesta terça-feira reformas nas leis de dependência e deficiência, juntamente com um novo modelo de financiamento que injeta 6,2 bilhões de euros em recursos adicionais.

O ministro Pablo Bustinduy descreveu a medida como a maior reforma social do século na Espanha, comparável à criação do sistema de previdência ou da saúde pública. As reformas visam transitar de um modelo assistencialista focado em residências para um baseado na autonomia pessoal e no atendimento domiciliar. A votação final registrou 179 votos a favor, 137 abstenções do PP e 33 votos contra do Vox. O PP apoiou o aumento do financiamento, mas se absteve na reforma normativa, enquanto o Vox rejeitou ambos devido a dúvidas sobre a implementação. As principais mudanças incluem benefícios compatíveis, teleassistência universal, reconhecimento automático de deficiência e a exigência de que o Estado cubra 50% do financiamento a partir de agora. O gasto total chegará a 7,239 bilhões de euros em 2027.

The Party of the People confirmed on Sunday that it will deliver its 13 votes to approve the idea of legislating the megareform promoted by the government. The deal was revived after including the elimination of VAT on medicines and diapers in the miscellaneous law.
