欧州、子供のソーシャルメディア利用に段階的な制限を提案

欧州委員会のウルズラ・フォン・デア・ライエン委員長は、新たな専門家報告書を受け、子供のソーシャルメディア利用に対する年齢制限案を発表した。

この発表は、欧州の子供たちがTikTokやInstagramなどのプラットフォームに1日4〜6時間を費やしていることを示す報告書が7月13日に公表されたことを受けて行われた。児童心理学者のイェルク・M・フェゲルト博士と疫学者のマリア・メルヒオール博士が共同執筆したこの研究では、利用時間と睡眠障害、集中力の欠如、うつ病や不安障害の割合の増加との関連が指摘されている。

フォン・デア・ライエン委員長は、このアプローチについて全面的な禁止ではなく、段階的かつ緩やかな利用制限であると説明した。13歳未満の子供には保護者の同意を義務付け、13歳から18歳までの若者には無限スクロールなどの機能に制限が設けられる。3歳未満の幼児にはスクリーン利用を一切認めない方針だ。

既存のデジタルサービス法を基盤とした法案が夏の後に作成される予定である。また、欧州連合(EU)は加盟国全体での施行を支援するため、年齢認証アプリの開発も進めている。
