German government commissions SAP and Telekom for citizen app pilot

Digital Minister Karsten Wildberger (CDU) has commissioned SAP and Telekom for a pilot project to build a central citizen app. The app will allow access to state services such as residence registration, child benefit applications, or founding a GmbH via smartphone. It forms part of a KI-based administrative platform.

Digital Minister Karsten Wildberger (CDU) has commissioned SAP and Deutsche Telekom to build the "Bürger-App", as reported by Handelsblatt. The project was awarded directly via existing framework agreements. The app will serve as the central access point for state services, allowing citizens to submit applications, book appointments, verify identity, and retrieve information.

Wildberger announced the app in February at the Handelsblatt Govtech Summit. SAP and Telekom previously successfully implemented the Corona-Warn-App, making them a safe choice. The federal government views the app as one of its most ambitious digital initiatives to regain trust through visible improvements.

The platform is KI-based and could become a major national project. Locations such as Berlin, Düsseldorf, and Bonn are mentioned in connection with the project.
