A provincial deputy from La Libertad Avanza pushed a bill requiring foreigners without permanent residency to pay for scheduled medical care and university studies in the province.
The bill, introduced in the Buenos Aires Province legislature by deputy Agustín Romo, amends the Migration Law to impose fees on transitory or temporary residents. Medical emergencies would remain free, with billing after patient stabilization.
Exceptions cover trafficking victims, communicable diseases and vaccination campaigns. Collected funds would go to the Provincial Health Fund. Provincial universities would set their own fees.
A similar system was implemented in Buenos Aires City at the end of 2024. Prior data from Minister Nicolás Kreplak showed foreigners accounted for just 0.2 percent of consultations and 0.8 percent of hospitalizations.
