Cali approves tax modernization project in first debate

Cali's mayor secured first-debate approval for the Sistema Recupera project aimed at updating the city's tax structure.

Cali's District Council approved the Sistema Recupera tax agreement in first debate, led by Mayor Alejandro Eder. Finance director Jhon Quinchua Ceballos thanked the Budget Commission for its support after weeks of review.

The project allows voluntary contributions from property tax or ICA to security programs, cuts penalties for undeclared ICA and removes stamps from 61 citizen procedures. It also creates a unified tax statute with 520 articles.

Commission president Daniela Plaza said 22 amendments were added to tailor the proposal to local needs. Councilor Carlos Hernando Pinilla noted the second debate will examine property tax and other levies.
