The Delhi Cabinet approved the Delhi (Right of Citizen to Time Bound and Ease of Delivery of Service) Bill, 2026, which seeks to replace the 2011 Act and introduce stricter penalties for delayed services.
The proposed law would impose a fine of ₹250 per day on officials, up to a maximum of ₹5,000, for delays without valid justification. Officials would receive an opportunity to explain before any penalty is applied, in line with natural justice principles.
Chief Minister Rekha Gupta stated that the bill aims to ensure citizens receive services within set timelines and to improve accountability across departments. She noted it aligns with the vision of transparent and citizen-centric governance promoted by Prime Minister Narendra Modi.
The bill is expected to be introduced in the Monsoon Session of the Delhi Assembly. It would expand on the previous framework, which provided compensation of ₹10 per day up to ₹200, and follows the recent addition of 23 services to bring the total above 500.
