Ibaneis Rocha signs law blocking retroactive pension discounts

The governor of the Federal District, Ibaneis Rocha (MDB), has sanctioned a law preventing Iprev-DF from applying retroactive discounts on retirements and pensions. The measure ensures that pension contributions are only charged from January 1, 2021, blocking deductions for November and December 2020.

The sanction took place on Thursday (30/10), published in an extra edition of the Federal District's Official Gazette (DODF). The Institute of Pension for Federal District Public Servants (Iprev-DF) had announced retroactive discounts on retirements and pensions, with amounts varying and potentially reaching R$ 2,000 per beneficiary. The institute estimated collecting R$ 54.8 million with these updated values.

Under the new law, any charge related to November and December 2020 is prohibited, with an average value of R$ 2,287.30 per retiree or pensioner. The bill's author, district deputy Ricardo Vale (PT), celebrated the approval, stating it is 'a great victory for retirees and pensioners in the DF'.

The measure's context stems from the Pension Reform. Initially, Iprev-DF understood that the new pension contribution rates would take effect only in January 2021, which was applied at the time. Later, the institute revised this interpretation, claiming the percentages should have been charged starting in November and December 2020, thus justifying the attempt at retroactive discounts.
