Parliament rejects claims new SACCO bill gives Ruto control over savings

The National Assembly has clarified that the proposed SACCO Societies (Amendment) Bill, 2025, does not give President William Ruto control over SACCO members' savings.

In a statement issued on Wednesday, July 15, Parliament said the bill contains no provision allowing the President to appoint SACCO management committees. The committees will continue to be elected by members of the respective SACCOs.

Parliament noted the bill is currently before the Departmental Committee on Trade, Industry and Cooperatives for public participation. It added that claims the bill is being rushed are unfounded since it was published on June 30, 2025.

The bill provides for a Secondary SACCO Society open only to primary SACCOs to improve access to payment platforms and service delivery. It will not lend money to individuals or the government.
