Indonesia's National Police (Polri) has clarified that around 300 of its members hold managerial positions in ministries and agencies, with a total of 4,351 personnel including support roles. This responds to the Constitutional Court (MK) Decision No. 114/PUU-XXIII/2025, requiring active police to resign from civil posts. Placements occur via official requests and presidential decisions.
The Constitutional Court (MK) Decision No. 114/PUU-XXIII/2025 instructs Polri members holding civil positions outside the organizational structure to resign or retire early. This has drawn public attention to the assignment of Polri personnel in ministries and agencies (K/L).
Polri's Head of Public Relations Division, Inspector General Sandi Nugroho, explained that the assignment mechanism complies with regulations. As of November 16, 2025, around 300 Polri members fill managerial positions such as eselon I.A to IV.A, including High Leadership Positions (JPT) Utama, Madya, and Pratama. The remaining approximately 4,000 personnel serve in non-managerial support roles like staff, aides, guards, investigators, and other functions.
"The ones holding managerial positions are around 300 members, whereas the 4,351 figure includes staff, aides, guards, and other support functions. So, not all are civil managerial positions," Sandi stated in Jakarta on November 18, 2025.
The assignment process begins with requests from K/L to the National Police Chief, followed by assessments by the Polri Human Resources Development unit to select competent candidates. Proposals are then submitted for Presidential Decisions for JPT Utama and Madya, or ministerial decisions for lower positions. "Assignments of Polri members outside the structure are done due to requests from related ministries or agencies. After assessment, they are proposed through presidential decisions for certain positions," Sandi clarified.
Policing observer Bambang Rukminto from the Institute for Security and Strategic Studies views the MK decision as a clear norm limiting Polri as an armed civil force. He emphasized the need for boundaries to prevent deviations from law enforcement functions. National Police Chief General Listyo Sigit Prabowo held a meeting on November 17, 2025, to follow up on the decision, including forming a special working group. Polri assures that data and mechanisms will be further discussed to align with provisions.
