President William Ruto arrived at City Hall around 1pm, meeting Nairobi Governor Johnson Sakaja before delivering a special address to the County Assembly. This marked the first time a head of state has formally addressed a county assembly since devolution in 2010, as noted by Speaker Kennedy Okeyo Ng'ondi.
During the speech, MCAs chanted 'Tutam' and 'Singapore', slogans linked to Ruto's campaigns. He stressed cooperation between national and county governments to run the capital effectively, highlighting progress like 247km of roads with 63km due for completion in two months.
Ruto announced the demolition of a State House perimeter wall near Kirichwa Kubwa River for encroaching on riparian land, saying a multi-agency team issued a notice requiring at least 15 metres clearance. "That wall will come down," he stated. He also promised new solar lighting from late May and a transformed Nairobi within six months.
After the address ended at 4:06pm, Speaker Ng'ondi conveyed Ruto's invitation for MCAs to a State House cocktail, urging them to wear ID tags. The event underscores efforts to strengthen ties between levels of government.
