Delhi clears implementation of central scheme to phase out polluting commercial vehicles

The Delhi Cabinet approved the PARIVARTAN scheme on Monday to replace older polluting trucks and buses with electric and BS-VI compliant vehicles across the Delhi-NCR region.

Chief Minister Rekha Gupta announced the decision, noting that the scheme will benefit around 2.07 lakh truck and bus owners. The Union Cabinet had approved the programme on June 3 with a total outlay of ₹9,585 crore, including ₹5,041 crore from the Centre. Guidelines were cleared by the Ministry of Housing and Urban Affairs on July 16.

Under the scheme, owners of BS-IV or older vehicles who scrap them and buy new electric models receive full exemptions on motor vehicle tax and registration fees for 10 years, plus interest subsidies and manufacturer discounts. Similar incentives apply for medium and heavy goods vehicles opting for BS-VI or electric replacements.

The initiative will run through a dedicated portal developed by the Ministry of Road Transport and Highways. Gupta stated that it supports the Delhi EV Policy-2026 and will cut vehicular pollution by modernising the commercial fleet.
