The statement described Hewat (TPLF) as an organization formed over 50 years ago with outdated ideologies and no willingness to embrace change. Its radical approach has contributed to the ongoing conflict, including spreading false narratives that remaining passive weakens Ethiopia and portraying mobilized youth as enemies.

It also highlighted how distorted ethnic politics have been imposed by force in Ethiopia. To support peace for Tigray's people, the government has directed banks, transportation, and telecommunications services to resume operations swiftly. However, the statement noted that the group behind the stalemate is portraying the Pretoria agreement as a 'surrender' falsehood.

The organization has disregarded the constitutional order and decisions of the National Election Board. It is diverting allocated development budgets toward war efforts and prisoner support, which imposes additional burdens on the Tigrayan people. An independent investigation, free from political interference, is necessary to establish accountability for atrocities committed during the war. Perpetrators must be held legally responsible, with compensation provided for damages, particularly in areas like Aksum, Adwa, and Shire. The government warns against any external force interventions and commits to safeguarding national sovereignty.
