Lawmaker says only present senators should vote in Duterte impeachment trial

Manila Representative Joel Chua stated on Saturday that only senator-judges actively participating in the impeachment trial of Vice President Sara Duterte should decide on her conviction or acquittal.

Chua, a member of the House prosecution panel, made the remarks amid questions over Senate composition. Senators Jinggoy Estrada and Ronald dela Rosa face legal issues that may affect their participation.

Duterte was impeached by the House on May 11 on four articles involving alleged misuse of confidential funds and other charges. Chua serves as lead prosecutor on specific articles.

A coalition of 120 groups launched the Bantay Impeachment initiative to monitor the trial, which opens on July 6. The effort includes public education and fact-checking.

Chua added that the Senate must proceed with the trial and cannot dismiss the case. The prosecution may focus on fewer articles if evidence proves sufficient.
