Marcos approves one-year state of national calamity

President Marcos has declared a one-year state of national calamity following a recommendation from the NDRRMC in the wake of Typhoon Tino's destruction. The declaration, contained in Proclamation 1077 signed on November 5, aims to expedite rescue, recovery, relief, and rehabilitation operations in affected areas.

In Proclamation 1077, signed by Executive Secretary Lucas Bersamin on behalf of the President on November 5, 2025, President Marcos declared a one-year state of national calamity. This responds to the impacts of Typhoon Tino (Kalmaegi), which brought torrential rains, widespread flooding, and multiple landslide incidents across various regions, resulting in the loss of many lives and tremendous destruction of properties.

The declaration accelerates rescue, recovery, relief, and rehabilitation operations in disaster-hit areas. It also enables measures such as imposing price ceilings on basic necessities and prime commodities, preventing hoarding, profiteering, and overpricing, and providing no-interest loans to the most affected populations.

Furthermore, it grants national and local governments broad latitude in utilizing funds for these efforts. The state of national calamity will remain in force unless lifted earlier by the President.

Marcos directed all national government agencies to continue urgent and critical disaster response to save lives, reduce health impacts, ensure public safety, and meet basic needs of affected communities. This includes implementing post-disaster recovery measures to restore normalcy, improve facilities, livelihoods, and living conditions in typhoon-devastated areas; coordinating with local governments to augment basic services and facilities; and facilitating private sector and international assistance in accordance with existing laws and regulations.
