The agreement comes amid expanding ties between the two nations across military, political, and other sectors following their 2024 mutual defense treaty. KCNA described it as the latest sign of close alignment between Pyongyang and Moscow. Yonhap News Agency reported the development from Seoul, noting the extension of cooperation into media.

The pact is expected to enhance information sharing and mutual collaboration. It occurs in the context of deepening comprehensive strategic partnership relations between North Korea and Russia.
