NPC motions prioritize emerging industries

The fourth session of the 14th National People's Congress is underway, with lawmakers submitting motions primarily centered on the 2026-2030 15th Five-Year Plan, stressing the promotion of emerging industries. The session's secretariat stated that by Sunday noon, it had received a total of 226 motions, including 223 related to legislation and three on supervision.

Guo Zhenhua, head of the secretariat's motion management work group, said on Tuesday: "In the first year of the 15th Five-Year Plan period, more than two-thirds of the motions from NPC deputies focused on establishing or amending laws to build a modern industrial system, enhance self-reliance in science and technology, and develop a high-standard socialist market economy."

Deputies are advocating legislation in emerging fields, calling for new laws on artificial intelligence, the digital economy, the low-altitude economy, and national laboratories. Some also propose revisions to existing laws, such as the Patent Law, to support the transformation of scientific and technological achievements and foster deeper integration between innovation and industry.

Additionally, 66 motions address improving livelihoods, covering areas like ensuring traffic safety, providing better care for the elderly, and safeguarding rights for workers in new employment forms, including ride-hailing and delivery services.

Beyond motions, the secretariat received over 7,000 suggestions by Sunday noon. These emphasize advancing the internet economy, promoting green and low-carbon transitions, delivering intelligent services for agriculture and elder care, and bolstering efforts against online rumors and telecom fraud.

A motion is a formal document for NPC review and decision, while a suggestion is a work-related opinion sent to relevant departments without requiring NPC deliberation.
