As one leaker from June 2025 explained, "Maxis want to do more cultural worlds and have been trying for years to get a world based on Africa in the game, but higher ups at EA prefer culturally ambiguous worlds as they sell better." EP21 is described as the last significant gameplay release, with only updates and kits planned afterward.
