Sonny Angara appoints Karol Mark Yee as DepEd special adviser

Amid efforts to tackle the country's learning crisis, Education Secretary Sonny Angara has appointed Karol Mark Yee, executive director of EDCOM 2, as special technical adviser to the Department of Education. Yee will provide technical advice on education reform and workforce development. The memorandum was issued on April 8, 2026.

Education Secretary Sonny Angara issued DepEd Memorandum 025 Series of 2026 on April 8, designating Dr. Karol Mark Yee as special technical adviser for the department's Learning Systems. Yee, executive director of the Second Congressional Commission on Education (EDCOM 2), will assist in implementing DepEd's Learning System Strand.

His responsibilities include providing technical advice and strategic policy inputs on education reform and workforce development. He will participate in inter-agency meetings and workshops, and help review policy directions, roadmaps, and programs.

"The authority granted to Dr. Yee… shall not include any role involving operational decision-making, procurement, financial management, or administrative supervision within the DepEd," Angara said. Yee is not entitled to honoraria or compensation from the department.

EDCOM 2 has advocated for reforms to address the country's education crisis. On March 4, President Marcos signed Republic Act 12315, extending the commission's term by two years.
