VP Sara Duterte's husband to file charges over bank secrecy breach

Manases Carpio, husband of Vice President Sara Duterte, plans to file criminal complaints today against Bangko Sentral ng Pilipinas Governor Eli Remolona Jr., Anti-Money Laundering Council Executive Director Ronel Buenaventura, and several lawmakers for allegedly disclosing confidential bank records. MANILA, Philippines — Manases Carpio issued a statement yesterday announcing he will file criminal complaints today at the Quezon City Prosecutor’s Office against Bangko Sentral ng Pilipinas Governor Eli Remolona Jr., Anti-Money Laundering Council Executive Director Ronel Buenaventura, House justice committee chairperson Batangas Rep. Gerville Luistro, Mamamayang Liberal party-list Rep. Leila de Lima, and Akbayan Representatives Chel Diokno and Percival Cendaña.

Carpio alleged the officials connived to disclose confidential banking records protected under Republic Act 9160 (AMLA), RA 1405 (Bank Secrecy Law), and RA 10173 (Data Privacy Act). He stressed that confidentiality under AMLA is absolute to ensure financial system stability, citing Section 8A that prohibits any disclosure of bank reports to AMLC.

The leaks revealed transactions, insurance payments, time deposits, investments, and utility bills linked to Carpio and his wife. Carpio described the disclosure as 'diabolical,' used for black propaganda and political harassment against the Duterte family ahead of the 2028 elections.

Manila 3rd District Rep. Joel Chua stated, 'Documents don’t lie, people do,' pointing to Vice President Duterte's failure to declare P6.7 billion in transactions in her statements of assets, liabilities, and net worth (SALNs), which ranged from P7.5 million in 2007 to P88.5 million in 2024. Akbayan Rep. Chel Diokno called it a 'smoking gun' for impeachment. However, Ako Bicol Rep. Alfredo Garbin Jr. said the House justice committee lacks authority to disclose bank accounts.
