The Chamber of Deputies approved on July 21, 2026, most of the National Reconstruction bill promoted by President José Antonio Kast's government. Only one article on municipal compensations went to a mixed commission.
The Chamber of Deputies dispatched in its third constitutional reading most of the bill with 85 votes in favor and 59 against. Approved measures include the gradual reduction of the First Category Tax from 27% to 23% and tax invariability for up to 20 years on large investments.
The article on compensations to municipalities for the property tax exemption for seniors failed to reach the required quorum and must be resolved in a mixed commission. President José Antonio Kast called for quick resolution of that point.
The opposition announced three challenges before the Constitutional Tribunal against tax invariability and environmental provisions. Business groups such as the CPC welcomed the progress but raised concerns over the ban on anatocism and the right to be forgotten.
Finance Minister Jorge Quiroz thanked the cross-party votes that included support from parties outside the governing coalition.
