The Hoy No Circula program, aimed at improving air quality, restricts specific vehicles in Mexico City's 16 boroughs and 18 conurbated State of Mexico municipalities, such as Atizapán de Zaragoza, Ecatepec de Morelos, and Nezahualcóyotl. Since July 2025, it expanded to the Toluca Valley Metropolitan Area, including municipalities like Toluca, Metepec, and Zinacantepec, with the same 5:00 to 22:00 schedule.
For Tuesday, October 28, automobiles with pink stickers and plate endings 7 or 8, holding verification holograms 1 or 2, must stay off the roads. This also applies to out-of-state vehicles with similar features, except those with holograms 00 or 0, which can travel daily. The weekly calendar sets: Mondays for yellow stickers (5 and 6), Tuesdays pink (7 and 8), Wednesdays red (3 and 4), Thursdays green (1 and 2), and Fridays blue (9 and 0).
Exemptions cover 100% electric vehicles, hybrids, motorcycles, vintage cars with special plates, funeral processions, and emergency services. For out-of-state vehicles, restrictions run Monday to Friday from 5:00 to 11:00 based on the last plate digit, and Saturdays from 5:00 to 22:00 without distinction.
Violations carry fines up to 30 UMAs (about 3,394.20 pesos, with UMA at 113.14 pesos), plus impoundment and extra costs. In the Toluca area, no fines apply until December 2025, only awareness, with penalties starting January 2026.
