Urban Renewal Authority to assist 40 estates after consultant issues

The Urban Renewal Authority announced on Tuesday it will launch tenders for 40 housing estates previously using Will Power Architects Company as consultant. The move follows the company’s reported cessation of operations after last year’s deadly fire.

The authority said the estates have an urgent need to clarify completed yet unpaid work costs and prepare new tender documents. It will provide a transitional service by assisting them to hire an independent reviewer soon for third-party assessments and drafting documents. The estates had already begun maintenance work under Will Power Architects. The company is extremely unlikely to continue its supervisory duties while under investigation. Last year directors of Will Power were arrested after a blaze at Wang Fuk Court killed 168 people. The estate was undergoing large-scale renovation supervised by the firm. The authority noted that tenders and evaluations would take considerable time if the estates appoint new consultants.

Residents of Hong Kong's Wang Fuk Court have returned to the fire-ravaged ruins in recent days, climbing stairs to retrieve jewellery, cash, photo albums and keepsakes before bidding farewell to their homes. The fire services chief acknowledged at a hearing that departments need better communication while insisting on clear divisions of responsibility. The blaze killed 168 people.

In the latest session of Hong Kong's inquiry into the deadly Wang Fuk Court fire—which killed 168 and displaced nearly 5,000—Urban Renewal Authority officials admitted their tendering system cannot prevent market manipulation or bid-rigging in estate renovations, citing limited resources and a policy of non-interference in homeowners' choices.

Hong Kong's Competition Commission has not ruled out links between at least two bid-rigging syndicates and renovations at Wang Fuk Court, the Tai Po estate destroyed in a fire. Executive director for legal services Lester Lee Hiu-leung told a judge-led committee on Thursday that law enforcement agencies will probe potential fraud in residents' selection of the HK$336 million Prestige proposal, the priciest among 57 bids.

The administrator of the fire-damaged Wang Fuk Court estate has assured residents that the Hong Kong government will assume responsibility for insurance claims if owners accept the buy-back offer.
